Ministerial sessions are scheduled across both days, alongside meetings and industry events in Milwaukee, organized by the Office of the U.S. Trade Representative.
India stated it intends to promote an open, transparent, and non-discriminatory multilateral trading system with the World Trade Organization at its core during this meeting. The government emphasized the importance of maintaining policy flexibility for developing economies. Goyal has planned bilateral meetings with other participating ministers on the sidelines, focusing on opportunities for farmers, fishermen, women entrepreneurs, startups, small businesses, and other trade-related enterprises domestically and internationally.
Focus returns to trade agreement negotiations
Building on a joint framework announced in February, the India-U.S. trade talks aim for an interim agreement on reciprocal and mutually beneficial trade. That framework reaffirmed ongoing negotiations toward a broader Bilateral Trade Agreement and outlined commitments concerning tariffs and market access for industrial and agricultural products. Additional topics include medical devices, information and communications technology, standards, and supply chain cooperation. Both governments continue efforts to finalize the interim agreement within the wider bilateral negotiations.
Goyal’s U.S. visit runs from September 29 to October 5, encompassing activities beyond the G20 meeting. He plans to meet with business leaders and investors in Milwaukee and Chicago, representing sectors such as manufacturing, consumer goods, agribusiness, retail, and technology. The schedule includes roundtables with startups and other companies, with in Chicago also scheduled meetings with professional associations representing the Indian community and participation in commemorative events during his stay.
Supply chains and capacity issues dominate G20 agenda
The Milwaukee program features a Global Forum on Steel Excess Capacity on September 30, with G20 ministers also scheduled to tour a Rockwell Automation facility before the formal opening later that day. Additional ministerial sessions will be held on October 1. The United States holds the G20 presidency in 2026, and U.S. officials have identified forced labour, excess capacity, food trade, and the Most-Favoured-Nation principle as key topics for discussion at the summit.
India and the United States initiated negotiations for a broader bilateral trade agreement in February 2025. The February 2026 framework maintained those negotiations while establishing a basis for an interim deal. Goyal’s discussions in Milwaukee are part of this ongoing process, focusing on advancing the bilateral agreement and completing the interim arrangement outlined in the joint framework.
