    EU Council Approves Updated Interim Trade Deal with Mexico

    BRUSSELS, BELGIUM / RankWire.AI / – The Council of the European Union granted its final approval Tuesday to the EU-Mexico Interim Trade Agreement. This marks the completion of the EU’s internal approval process for the trade-only pact. The European Parliament approved it on July 8, and EU and Mexican leaders signed the agreement on May 22. The deal updates trade regulations that have been in place since 2000 and facilitates an earlier implementation of the commercial provisions.

    Since the interim agreement pertains to areas under the EU’s exclusive authority, ratification by national parliaments is not required. Mexico must finalize its internal procedures before the agreement can come into force. It will become effective on the first day of the second month following the exchange of completion notices by both parties. The agreement will remain active until the comprehensive Modernised Global Agreement fully enters into force.

    The broader deal encompasses political cooperation, investment protections, and other provisions that require ratification by Mexico and all 27 EU member states. Once ratified, it will replace the current EU-Mexico Global Agreement. Negotiations on the modernized framework concluded on Jan. 17, 2025, after the Council initiated talks in 2016. The signature was authorized in May 2026, with both sides signing the linked agreements during their eighth summit in Mexico City.

    Interim agreement primarily covers EU trade rules

    The trade pact eliminates most remaining customs duties between the EU and Mexico. It also broadens access for services, investments, and public procurement. The regulations address digital trade, intellectual property, customs procedures, competition, and trade facilitation. Additionally, they promote cooperation on critical raw materials and enhance protections for European geographical indications. Under the agreement, Mexico will safeguard 568 registered EU food and drink names from imitations.

    According to the European Commission, approximately 45,000 EU companies export to Mexico, with the majority being small and medium-sized enterprises. In 2025, bilateral goods trade approached 87 billion euros, with EU exports to Mexico totaling around 53 billion euros and Mexican exports to the EU reaching roughly 34 billion euros. Trade in services surpassed 29 billion euros in 2024. EU investments in Mexico amounted to nearly 207 billion euros that year.

    EU-Mexico trade volume hits 87 billion euros

    European Parliament approved the interim trade agreement with a vote of 474 in favor, 131 against, and 60 abstentions. Separately, lawmakers endorsed the full Modernised Global Agreement by 479 votes to 119, with 65 abstentions. The interim deal allows both sides to apply EU-level trade provisions without waiting for all member states to ratify the broader agreement. Its validity will end once the full agreement is ratified and enters into force.

    Mexico stands as the EU’s second-largest trading partner in Latin America, while the EU ranks third for Mexico’s trade partners. Over the decade leading up to 2024, goods and services trade experienced significant growth, building upon the framework established in 2000. The new interim agreement maintains that framework while introducing updated market access and regulatory provisions. Its implementation now hinges on Mexico’s completion of domestic procedures and the formal exchange of notifications with the European Union.
