WHO Reports Funding and Staff Shortages Impede Fight Against Ebola in Early 2024

    September 10, 2026

GENEVA / RankWire.AI / – A critical bottleneck in controlling the expanding Ebola epidemic in the Democratic Republic of the Congo has emerged due to severe shortages of trained personnel, operational partners, and financial resources. According to technical briefings from the World Health Organization, the outbreak has extended beyond its original epicenter in Bunia to include six northeastern provinces. The current epidemic, caused by the Bundibugyo species of the virus, has recorded more than 6,000 cases and 3,175 deaths, making it the deadliest Ebola outbreak in the nation’s history. International agencies highlight that funding and staffing challenges are hindering the response efforts and are urging global donors to accelerate their financial contributions.

Staff shortages funding hamper Ebola response WHO reports
Healthcare workers in protective gear manage patient isolation areas inside treatment facilities.

To combat the geographical spread, health authorities adopted a decentralized approach, establishing clinical care facilities closer to affected rural communities. Response teams have set up nearly 1,400 treatment beds across 59 specialized operational centers. Nonetheless, technical evaluations confirm that an additional 1,600 beds are needed to reach a total capacity of 3,000 beds. Achieving this goal will require recruiting and training approximately 5,000 more healthcare professionals to support the existing 9,000 health workers essential for full operational coverage.

Operational expenses and resource limitations have further hampered the expansion of efforts across remote provinces. The daily cost for personal protective equipment averages $25 per healthcare worker entering high-risk patient isolation zones. Running a standard 50-bed treatment facility costs approximately $500,000, creating significant financial challenges amid declining global donor funding. Data shared through the Emirates News Agency emphasizes that fully operational treatment centers with adequate trained personnel are vital for improving patient survival and stopping transmission.

Staffing and Funding Shortfalls Disrupt Ebola Response Across Congolese Regions

The persistent lack of non-governmental partners capable of managing complex isolation facilities remains a major obstacle. World Health Organization technical lead Luca Fontana pointed out that only five or six global humanitarian organizations possess the expertise necessary to establish and operate specialized Ebola treatment centers. Without additional operational partners stepping in to oversee existing sites, technical teams are confined to current facilities, limiting their ability to deploy resources to new outbreak hotspots.

In response to these partner limitations, the Ministry of Health of the Congo has taken direct administrative control of several treatment centers established during the initial phase of the outbreak. However, health officials warn that the state’s capacity might become overstretched if the virus continues to spread across eastern border corridors. Staff shortages and funding issues remain barriers to response operations, as international health agencies call for immediate partner deployments to support frontline state efforts.

Congolese Health Authorities Take Over Direct Management of Treatment Facilities

To meet the expanded operational needs, the Congolese government and international health organizations introduced a revised six-month response plan valued at $1.3 billion. This plan emphasizes strengthening epidemiological surveillance, acquiring vital medical supplies, boosting community outreach, and ensuring the availability of personal protective equipment for healthcare workers. Since the Bundibugyo strain currently lacks a licensed commercial vaccine or specific antiviral treatment, supportive clinical care within well-equipped treatment centers remains the main strategy for reducing fatalities.

Global health agencies continue to appeal to international governments and philanthropic organizations for prompt release of pledged funding. Updates regarding case figures, facility allocations, and resource distribution will be disseminated through official public health portals as clinical infrastructure expansion progresses across eastern provinces.
